Referring to your letter No. 21071 of the 18th ultimo, and to previous correspondence, I am directed to acquaint you, for the information of H.E. the Viceroy, that the case of Chan Sik-Chung alias Ching Sam, whose rendition has been applied for by the Chinese Authorities, has been carefully considered by the Governor in Council, who is of opinion that the evidence in the case does not warrant the rendition of the accused to the Chinese Government, and that H.E. has ordered his discharge accordingly.
